Working in the public sector

With 24 ministries and more than 120 administrations and services, the civil service offers you a wide range of career opportunities with a variety of tasks.

A distinction is made between three different employment statuses: civil servant, public service employee and public service worker. In addition to these three employment statuses, there is also the status of police volunteers and army volunteers.

Entry requirements

In order to be admitted to the civil service as a civil servant or public service employee, the candidate must meet certain requirements, such as being a national of a Member State of the European Union, being in possession of civil and political rights or meeting the necessary education and training requirements.

Luxembourg nationality is required for posts involving direct or indirect participation in the exercise of official authority and for functions involving the safeguarding of the general interests of the State or of other legal persons governed by public law.

Every applicant must demonstrate knowledge of the three administrative languages: Luxembourgish, French and German.  

In order to be accepted as a public service worker, the applicant must meet certain requirements, such as being a national of a Member State of the European Union, being in possession of civil and political rights or meeting the necessary education and training requirements. If there is a service requirement, non-EU nationals may also be granted admission as public service workers.

Recruitment procedures

Civil servants are recruited by means of a competitive examination (“examen-concours”). On GovJobs, you can also register for the competitive examinations of the general administration, the Grand Ducal Fire and Rescue Service, the teaching professions and the police.

Public service employees are hired by means of a contract. In principle, they are recruited centrally by the Centre de gestion du personnel et de l'organisation de l'Etat (CGPO). Vacancies for public service employees are published on GovJobs.

Public service workers are recruited directly by the relevant administrations and the employment contract is concluded between the employee and the minister of jurisdiction.
