Admission as EURES Members and EURES Partners

EURES, the European Employment Services Network, was established by the European Commission to facilitate the free movement of workers within the European Union and the European Economic Area (EEA) countries. The purpose of EURES is to provide information, advice and recruitment/placement (job-matching) services for the benefit of jobseekers, workers and employers who are looking for new opportunities beyond the national border.

The EURES Regulation 2016/589 of 13 April 2016 provides for the expansion of the EURES network. Broadening the EURES network would improve efficiency in service delivery by facilitating new Partnerships and enhancing complementarity.

Through their activities, new EURES Members and EURES Partners should strengthen the mobility of workers within the EURES area, improve employment opportunities and support companies in filling vacancies better and faster.

Each Member State sets up an admission procedure for its own territory and sets requirements and criteria for the admission of new EURES Members and Partners. The Luxembourg Public Employment Service was appointed National Coordination Office EURES (EURES NCO). The Luxembourg EURES NCO  carries out the procedure for the admission of EURES Members and EURES Partners in Luxembourg.

To become a EURES Member an organisation must provide all of the following three services:

  • Contribute to the pool of job vacancies by transmitting job offers to the EURES portal
  • Contribute to the pool of job applications and CVs by transmitting data to the EURES portal
  • Provide support services directly to jobseekers and employers (e.g. information, guidance, post-recruitment support).

A EURES Partner must provide at least one of the three services mentioned above and justify that it cannot deliver all the services which have to be offered by a Member e.g. because of its size, limited resources or the character of the other services it normally provides.

 

Admission procedure

  • The completed and duly signed application form and the required evidence must be sent by postal mail to the Luxembourg EURES NCO latest by 15 April 2020.
  • The Luxembourg EURES NCO will inform the applicants by 31 May 2020 whether their  application has been approved.
  • Access to the EURES network as a Member or Partner will be granted for the period of 18 months.
