Application for accreditation as a Skills-Plang consultant

What is the Skills-Plang?


The Skills-Plang (forward-looking employment and skills management plan) is a new financial support scheme from the Ministry of Labour and ADEM (introduced by the law of 19 June 2025) designed to help companies anticipate changes in their professions and develop the skills of their employees.

It enables companies to:

  • identify future skills needs,
  • structure a tailored training plan for their employees while benefiting from public co-financing for training and salary costs,
  • and organise training.

Call for Applications: Accredited Consultants

To support the rollout of the programme, the Ministry of Labour is launching a call for accreditation for consultants (individuals or firms) wishing to assist companies in the following areas:

  • the analysis of their skills needs,
  • the identification of employees concerned,
  • the development of customised training plans.

How to apply?

Accreditation requirements

Individuals must meet the following criteria:

  • At least 2 years of experience in HR (skills and workforce planning, strategy, skills development)
  • Knowledge of the Luxembourg labour market, training ecosystem, and labour law
  • Fluency in at least 2 of the following languages: French, Luxembourgish, German, English

Firms must meet the following conditions:

  • Each consultant involved must meet the criteria listed above
  • The firm must ensure the presence of at least one accredited consultant
  • Consultants may be added during the accreditation period
