Unemployment rate at 6.5%

On 30 September 2026, the number of available jobseekers registered with ADEM and residing in Luxembourg stood at 20,269. This represents a year-on-year increase of 7.1%, or 1,349 more people than at the end of September 2025.

The seasonally adjusted unemployment rate, calculated by STATEC, stands at 6.5%.

The number of jobseekers with the highest qualifications continues to rise sharply, although the increase is slowing (+10.6% year-on-year, compared with +19.0% recorded in August). An analysis by age group also shows that people aged 16 to 29 are the most affected by the increase in the number of jobseekers (+10.7% year-on-year), while those aged 45 to 64 are somewhat less affected, with an annual increase of 7.6%.

In terms of the occupations sought by jobseekers, increases continue in IT (category M18 of the ROME occupational classification), cleaning and industrial cleaning (K22), secretarial and assistance occupations (M16), banking (C12), culinary production (G16), assistance with daily living (K13), accounting and management (M12), and law (K19). The number of jobseekers is also increasing in warehousing, load handling and removals (N11), as well as in occupations relating to natural areas and green spaces (A12).

In September, ADEM recorded 3,430 new registrations of resident jobseekers, a figure that remained stable compared with September 2025.

At the end of September 2026, 9,583[1] people were receiving full unemployment benefits. The number of jobseekers in external professional redeployment and people receiving a waiting allowance (IA) or a professional waiting allowance (IPA) stood at 1,607. In addition, 4,418 people residing in Luxembourg were participating in an employment measure, representing a modest increase of 1.2% compared with September 2025.

In September 2026, 1,121 non-resident jobseekers registered with ADEM (+19.5% year-on-year), bringing their total number to 4,383 at the end of the month. Although this increase remains significant, it has slowed noticeably (+22.7% year-on-year, compared with +30.5% recorded the previous month). Of those registered, 2,466 have external professional redeployment status and are therefore eligible for financial assistance from ADEM under the same conditions as residents. For this category, the year-on-year increase continued to slow, reaching 7.5% (compared with 8.5% in August). The other non-residents registered with ADEM did so on their own initiative and are not entitled to any financial assistance. As at 30 September 2026, they numbered 1,917, representing a sharp year-on-year increase of 49.8%.

In September, 999 non-resident jobseekers with external professional redeployment status received full unemployment benefits, alongside 1,911 recipients of a waiting allowance (IA) or a professional waiting allowance (IPA).

In September, employers declared 3,300 new vacancies to ADEM, representing a slight decline of 1.5% compared with September 2025. As at 30 September, 6,632 vacancies were available, a figure that remained stable year-on-year.

[1]The statistical series relating to recipients of full unemployment benefits, the waiting allowance (IA) and the professional waiting allowance (IPA) (definitions and legal references at the end of the document) are revised each month on a rolling basis for the preceding twelve months to take account of the retroactive granting of benefit entitlements.
