17,735 jobseekers and a slight decline in the number of registrations

The number of available resident jobseekers registered with ADEM amounted to 17,735 as of August 31, 2024, an increase of 1,679 people (or 10.5%) compared to August 2023. This number of jobseekers has risen for all periods of unemployment exceeding 4 months.

The most significant increases are among the most qualified jobseekers (those with higher education degrees) and individuals aged 30 to 44.

In terms of professions, the largest increases are seen in construction trades (ROME category F), installation and maintenance (category I), transport driving staff (category N41), industry (category H), accounting (M12), IT (M18), and banking (C12).

The seasonally adjusted unemployment rate, calculated by STATEC, stands at 5.8%.

The number of new jobseeker registrations is slightly down. Indeed, 2,454 residents registered with ADEM in August 2024, a decrease of 56 people or 2.2% compared to August 2023. It should be noted that these new registrations include 50 registrations of beneficiaries of temporary protection (refugees from Ukraine).

The number of resident jobseekers receiving full unemployment benefits increased by 1,504 people or 17.2% year-on-year, reaching 10,226 as of August 31. The number of beneficiaries of an employment measure stands at 4,150, up 4.8% compared to August 2023.

In August 2024, employers reported 2,820 vacancies to ADEM, down 10.9% compared to August 2023.

The total number of available jobs at the end of the month was 7,243 as of 31 August 2024. The year-on-year decline is 20.3%. Over the past year, the decrease in the stock of vacancies has been more pronounced than the decrease in newly reported vacant positions, particularly in IT and accounting jobs. This is explained by the reduction in the average opening duration of job vacancies, especially since the new immigration law came into effect in September 2023 (https://adem.public.lu/fr/actualites/adem/2023/09/metiers-penurie.html), which sped up the issuance of certificates for the hiring of third-country nationals.

This decline mainly affects accounting and management jobs (ROME category M12), IT (category M18), the financial and real estate sector (category C), finishing trades (category F16), legal professions (category K19), and metalworking and tooling mechanics (category H29).
